
The European Parliament has sent a clear signal that deinstitutionalisation must remain a priority in EU policies and funding.
In its recent report on the European Semester for economic policy coordination (2026), the European Parliament emphasises the importance of strengthening social investment, improving access to services, and reinforcing fundamental rights across the European Union.
The report highlights the need to:
- strengthen community-based services,
- ensure that EU funds support inclusion rather than segregation,
- and reinforce accountability and fundamental rights in the use of EU funding.
These priorities come at a crucial moment in the discussions on the next Multiannual Financial Framework (MFF 2028–2034), where decisions taken will shape the future of EU investment.
The EEG welcomes this development as an important step towards aligning EU funding with the right to independent living and the transition to community-based systems of support.
