Lumos appoints Lucy Halton as EEG Co-Chair

The European Expert Group on the transition from institutional to community-based support (EEG) is pleased to welcome Lucy Halton as the new EEG Co-Chair representing Lumos, following Anouk Moser’s departure from the organisation.

The EEG would like to express its sincere gratitude to Anouk for her leadership, dedication and significant contribution as Co-Chair over the years. Her commitment has helped shape the EEG’s work and strengthen its role in advancing deinstitutionalisation across Europe. We wish her every success in her future endeavours.

At the same time, we are delighted to continue our close cooperation with Lumos through Lucy’s appointment. As Head of Programmes (Advocacy & the Participation of People with Lived Experience), Lucy leads Lumos’ global advocacy and participation portfolio, working to influence international policy and ensure that the voices of people with lived experience are at the heart of the organisation’s work. She brings extensive expertise in child rights, human rights advocacy and multilateral engagement.

Reflecting on Lumos’ continued role within the EEG, Lucy said:

The EEG’s collective expertise and joint influencing power make it uniquely positioned to ensure that deinstitutionalisation remains prominent on the European agenda. The core of our mission is ending the institutionalisation of all children and ensuring they can grow up in safe, loving families. While great progress has been made, we know that there is a long way to go towards a Europe without institutions, and we are pleased to act as Co-Chairs and play our small part in moving this forward.”

We look forward to working with Lucy and continuing our strong partnership with Lumos as we advance the transition from institutional to family- and community-based support across Europe.
