This document (PDF) is the EEG’s contribution towards the European Commission drafting the “Guidance recommending to Member States improvements on independent living and inclusion in the community”.
Guidance on this important topic requires a clear understanding of what kind of
expenditures to avoid (namely those that trigger segregation) and which ones are to be
approved and further supported.
The EEG outlines six guiding actions that Member States and local authorities should take to ensure their policies and funding are supporting independent living and inclusion in the community.
The recommendations need to be seen as taking place simultaneously and not as a step-by-step guide. They offer a mixture of red flags to be aware of and avoid, positive practices to put into place, and long-term actions to implement to be able to monitor progress.
