
The European Parliament has adopted its position on the next Multiannual Financial Framework (MFF) for 2028–2034, marking an important step in shaping the future of EU funding.
The EEG welcomes the strong emphasis on social investment, inclusion, and addressing growing social challenges across Europe. The recognition of human rights frameworks, including the UN Convention on the Rights of Persons with Disabilities (CRPD), as well as the focus on services, housing and social infrastructure, are particularly relevant.
At the same time, the current position does not yet include explicit safeguards to ensure that EU funding supports the transition to community-based care and prevents investment in institutional settings.
As discussions on the next MFF move forward and legislative proposals are being prepared, it will be essential to ensure that EU funds are aligned with the objective of deinstitutionalisation and the development of community-based services.
The EEG will continue to advocate for:
- prioritising investment in community-based services and independent living;
- introducing clear conditions to prevent EU funding from supporting institutional care;
- ensuring strong safeguards across all funding instruments, including in the context of enlargement and Ukraine-related funding.
The next phase of the MFF process will be critical to ensure that EU funding contributes to inclusive, rights-based and community-based systems across Europe.
